The CONCACAF Champions League has the UEFA Champions League as its model, so perhaps it would be best to see how UEFA runs its tournament. This article -- published in a 2003 edition of FIBA Assist magazine as an example for basketball leagues -- outlines UEFA's objectives with their Champions League, the broadcast rights/sponsorship issues, and the implementation and evaluation of their plans. I don't know if anyone at CONCACAF has read this article (or similar ones written since then), but they should.
